Part II – The Development Process

The Development of an AGS State Affiliate

The following section explains the process and requirements for becoming an AGS state affiliate. There are two steps to becoming a state affiliate: provisional status and official status. The reason for a two-step process is to be able to provide groups with seed money —once approved provisionally— in order to assist them in organizing for official status. Included is a copy of the application for provisional status.

Besides obtaining affiliate status from the AGS, an affiliate must become incorporated once they have official status. To be an official not-for-profit, an affiliate should file articles of incorporation, which is a charter with the state, and a 501(c)(3) tax-exempt status form, which is a federal requirement that will require a tax ID number and the articles of incorporation. The affiliate will not be able to open a bank account or take advantage of the benefits of tax-exempt status without these documents. The AGS recommends starting this process at the beginning of the affiliation process. Samples of these documents are also included in this section.

An additional requirement for becoming an active affiliate is the creation of by-laws. This section contains sample by-laws for both the AGS and for State Affiliates. These samples will assist in the creation of your own affiliate by-laws.

Also included are general job descriptions for Council of State Affiliate Representatives, Co-Chairs for COSAR, and an Affiliate Executive Director. An overview of the guidelines for COSAR is also included.
